Help with 7.0 server (win)

Downloadediot server ver 7.0 for win ( I have 8.1 ), after extracting files, pc put all of them in" user" folder
all is good .
I Ran the program file from right click "admin" and got the black " dos" type screen
looks like it executed, but that was it, I thought I would get a windows type page like on the iot web .

I do not have a raspberry installed do I need this or what is the next step?

ok I'm there but what next ? what needs to download?
Think localhost is enabled through control panel

I have updated to win 8.0 and when I run the file at dos prompt IIget dined access.
I belive the temp internet files were deleted but I kept the history and favorites when doing so Here is pic of the screen do you have ideas?
